How do I get the brightest Neon and strongest Glow effects?Updated a month ago

Neon shines brightest over a white basecoat, applied in multiple thin passes. Glow should also sit on white; charge under bright light, then view in darkness. A clear topcoat protects the effect (note: any sealer may soften peak glow slightly).
